PSDP Services: (Project Supervisor for the Design Process)

The project supervisor design process (PSDP) is appointed by the client before any design work commences. The primary role of the PSDP is to engage with the client and the design team in advance of the design stage to assist with the elimination of any potential hazards as far as is reasonably practicable. The PSDP will provide insight and direction to the design team and endeavour to influence the design and construction stage of the project with safety of all persons involved in the project in mind.

The main duties of the Project Supervisor for the Design Process (PSDP)-

The duty of the project supervisor for the design process is to ensure co-ordination of the work of designers throughout the project.

The PSDP must:

  • Prepare and issue the AF1 Form to the Health and Safety Authority on behalf of the client.
  • Identify hazards arising from the design or from the technical, organisational, planning or time related aspects of the project.
  • Endeavour to eliminate the hazards or reduce the risks as far as is reasonably practicable.
  • Communicate necessary control measures, design assumptions or remaining risks to the PSCS health and safety.
  • Ensure that the work of designers is coordinated to ensure safety.
  • Ensure that co-operation and co-ordination takes place between the various designers.
  • Prepare a written Preliminary Health and Safety plan for any project where construction will take more than 500 person days or 30 working days or there is a particular risk and deliver it to the client for inclusion with all tender documents.
  • Prepare a safety file for the completed project and issue it to the client.
  • Notify the Health and Safety Authority and the client of non-compliance with any written directions issued.

PSCS Services: (Project Supervisor for the Construction Stage)

The client must ensure that a competent Project Supervisor Construction Stage (PSCS) is appointed. Once formally appointed the PSCS will prepare a construction stage Health and Safety plan. This plan will be updated as the project progresses.  The plan provides guidance for the management and coordination of Health and Safety during the project.

The PSCS must:

  • Co-ordinate the implementation of the construction regulations by contractors.
  • Organise co-operation between contractors and the provision of information;
  • Co-ordinate the reporting of accidents to the Authority.
  • Notify the Authority before construction commences where construction is likely to take more than 500 person days or 30 working days.
  • Provide information to the site safety representative.
  • Co-ordinate the checking of safe working procedures.
  • Co-ordinate measures to restrict entry on to the site.
  • Co-ordinate the provision and maintenance of welfare facilities.
  • Co-ordinate arrangements to ensure that craft, general construction workers, and security workers have a Safety Awareness card, e.g., Safe Pass and a Construction Skills card where required
  • Co-ordinate the appointment of a site safety representative where there are more than 20 persons on site.
  • Appoint a safety adviser where there are more than 100 persons on site.
  • Provide all necessary safety file information to the PSDP.
  • Monitor the compliance of contractors and others and take corrective action where necessary.
  • Notify the Authority and the client of non-compliance with any written directions issued.
  • The PSCS may issue directions to designers or contractors.

Site and workplace Health & Safety Audits:

Cubitt Safety Services Limited provide workplace Health and Safety inspections and audits which can be planned or can be carried out on an ad hoc basis.

Workplace safety inspections and audits are beneficial to employers by ensuring compliance with Health and Safety legislation and specific safe operating procedures are adhered to. Upon completion of workplace inspections, the employer is issued with an audit report detailing any non-conformances, areas for improvement and any positive work practises observed during the inspection.

Health & Safety Documentation:

Cubitt Safety Services Limited can assist employers and persons in control of a workplace with the preparation of Company Specific Safety Statements, Risk Assessments, Method Statements, Safe System of Work Plans, Pre-Qualification Questionnaires for potential clients and Local Authorities. We prepare safety management systems and procedures for organisations who are working towards Safe-T-Cert and/or ISO 45001 Occupational Health and Safety Certification.
